Moldova is the most active candidate country in the EU Fiscalis program

The State Tax Service (STS), as the body responsible for the implementation of the EU's Fiscalis tax cooperation program, has been highlighted by the European Commission as the most active candidate country.

The announcement was made at the Fiscalis National Coordinators meeting held on May 21-22, 2026 in Madrid, Spain.

According to the data presented by the EC, Moldova showed the highest number of participation in joint activities financed under the Fiscalis program.

This result reflects the high level of involvement of the SNCs in the activities organized under the programme, including visits, participation in working groups and thematic seminars.

During the meeting, Tetyana Botanyuk-Grosu, Fiscalis National Coordinator, presented the experience of the STS, emphasizing the benefits of international cooperation and exchange of experience for institutional capacity development.

The active participation of the STS in the Fiscalis program contributes to the modernization of the tax administration and its alignment with European standards and practices in the tax sphere.

State Tax Service realizes thesecond grant

The agreement between Moldova and the European Union on participation in the FISCALIS program was ratified in 2023. The STS participates in the program’s activities from May 2024. The agency is currently implementing the second grant granted under the program, the STS said, without providing figures.

Earlier it was reported that the budget of the FISCALIS program for 2021-2027 was approved in the amount of 269 million euros. Moldova’s possibilities to use it depend on its financial contribution.

The contribution of a participating country consists of two components. Operational contribution, determined on the basis of a standard calculation, which applies to all European Commission programs and is calculated on the basis of the program budget and Moldova’s GDP.

And a participation fee – a percentage of the operational contribution, which will amount to 4% of the initial annual operational contribution, but will be phased in (from 1.5% in 2023 to 4% in 2027).
