 IFAD Mission Assesses Performance in Moldova

Lyudmila Katlabuga, Minister of Agriculture and Food Industry (MAIA), held a meeting with Liam F. Chicca, Head of IFAD’s Regional Office for Eastern Europe and Central Asia. The discussions took place as part of IFAD’s mission to the Republic of Moldova, which is taking place from June 8–17, 2026.

During the meeting, the parties reviewed the implementation of IFAD Project VIII, “Building Capacity for Rural Transformation”: investment outcomes and cooperation priorities.

Earlier, an IFAD mission led by Isabelle Lagaillarde visited several IFAD-supported agricultural enterprises in the districts of Nisporeni, Strășeni, Ungheni, Cantemir, Hîncești, Leova, Cimișlia, and the Autonomous Territorial Unit of Gagauzia. The mission experts also held discussions with representatives of the local action groups “Colinele Tigheciului” from the village of Capaclia (Cantemir) and “Cişmeaua Căprioarelor” from Bălcea (Hînceşti). They discussed issues related to production in greenhouses and other “protected ground” facilities.

The farmers’ observations and the problems identified on-site will be analyzed by the mission’s experts. The final recommendations will be used to improve the implementation of the IFAD VIII project.

During the meeting, the parties also discussed preparations for the upcoming IFAD IX program, which is currently in the consultation phase between the Ministry of Agriculture, the Ministry of Finance, and the IFAD.

IFAD programs in the Republic of Moldova aim to reduce the vulnerability of rural areas, increase the income of the rural population, facilitate market access, create jobs, help agricultural producers adapt to climate change, and develop agribusiness. Over the course of its 26 years of operations, IFAD projects in the Republic of Moldova have attracted approximately €265 million in investments to the country; more than 200,000 people in rural areas have received financial and technical support, and more than 20,000 jobs have been created in rural areas.
