Cab apps will be obliged to conduct transactions only through local payment services

The government has prepared a favorable opinion to a bill that introduces strict rules for electronic platforms for managing cab services.

This measure is introduced because some operators, as noted by the authors of the project – MPs from PAS – are moving away from the national financial system, which prevents them from tracking cash flows and correctly calculating VAT.

Companies will be required to submit a quarterly list of all vehicles and drivers who have performed at least one trip to the National Road Transport Agency (ANTA).

Another important provision concerns the prohibition of vehicles not included in the Registry of Road Transport Operators (ROTR) from accessing the system. Administrators will file a declaration under their own responsibility in this regard, and the digitalization of procedures will be ensured through the mandatory use of the “e-Autorizație transport” system.

Regarding the suspension of platforms that allow unregistered vehicles, the Government recommended maintaining the current threshold of a minimum of 5 infringements detected within 12 months, considering blocking at the first offense a disproportionate measure.

The bill amending the Road Transport Code will be submitted to parliament for consideration.
