
New measures in this area are provided for in the Action Plan for the period 2026-2027 for the implementation of the National Program for Promotion of Entrepreneurship and Competitiveness 2023-2027.
It is estimated that by 2027, the volume of loans granted to the SME sector with the support of financial guarantees will amount to MDL 4.5 billion, compared to MDL 1.8 billion in 2024. The amount of non-recourse financing provided for business start-ups through ODA instruments is also projected to more than triple compared to 2024.
In addition, the Plan provides for instruments to “support the internationalization of SMEs and the participation of entrepreneurs from the Republic of Moldova in European programs”. The authors consider as an important element in this respect the recent adjustment of the criteria for defining SMEs according to the European Union norms.
“This will help companies from the Republic of Moldova to more easily access European programs, funds and other business development support mechanisms”, the Moldovan authorities believe.
The estimated cost of these activities during this year and next year is 4.26 billion lei. The updated program is in line with the National Strategy of Economic Development until 2030 and the National Program of Moldova’s accession to the EU for 2025-2029, the Ministry of Economic Development said in an official statement.
