
The NCTS Concept has been published and has entered into force. The document establishes the legal framework for the platform’s operation, which will serve as a cornerstone for customs modernization and the Republic of Moldova’s integration into the EU customs area.
It was developed in accordance with European Commission standards and has become part of the National Program for the Modernization and Harmonization of Customs Information Systems for 2025–2030. The concept regulates the procedures for operating the NCTS. The system will provide a fully electronic cycle of transit operations.
The NCTS is funded by the state budget, international technical assistance, and other sources.
This will reduce waiting times at the border
A key milestone in the system’s development will be the transition to NCTS Phase 6. It combines the transit declaration and the pre-import declaration into a single document. Businesses will no longer have to file separate declarations when crossing the EU’s external border.
This will reduce waiting times at the border and cut down on the number of inspections. In addition, the system will enable real-time information exchange between customs authorities and eliminate the need to resubmit documents in each transit country.
According to the Customs Service’s calculations, businesses will save 102.8 million lei annually simply by eliminating the need for duplicate document processing. The calculation is based on 342,600 declarations filed in 2024 and the average cost of a single transit declaration processed by a broker (approximately 300 lei).
Connecting the national customs system to the pan-European CCN/CSI data exchange network will cost approximately 250 thousand euros per year. This will be funded by the EU under the CUSTOMS program, of which Moldova is a participant.
