It is reported that fees for foreigners will increase in several areas at once. Specifically, the fee for obtaining a Russian passport will rise from 4,200 rubles to 50,000 rubles; the fee for a temporary residence permit will increase from 1,920 to 15,000 rubles; and for obtaining a residence permit—from 6 to 30 thousand rubles. A fee has also been introduced for issuing permits to hire foreign workers—15 thousand rubles for each migrant hired.
At the same time, the law provides for exceptions. In particular, former citizens of the USSR participating in the voluntary resettlement program for compatriots and their family members, as well as foreigners who have signed a contract with the Russian Ministry of Defense, are exempt from paying these fees.
According to various estimates, between 300,000 and 476,000 Moldovan citizens (including those with dual citizenship) are legally present and residing in Russia. At the same time, according to statistical studies (in particular, data from the Russian Academy of National Economy and Public Administration), the number of Moldovan citizens temporarily staying in the country has decreased significantly in recent years.
