
According to the document, from January through May 2026, over 16.8 billion lei were transferred to the state budget. This is 1 billion lei more than during the same period in 2025.
Traditionally, VAT accounts for the largest share of revenue—about 68.6%, followed by excise taxes at 24.6% and customs duties at 6.5%.
VAT increased by 7.6%, excise taxes by 4.8%
VAT on imports amounted to 11.6 billion lei. Compared to the same period in 2025, this represents an increase of 813.6 million lei, or 7.6%.
Excise taxes for the first five months of this year reached 4.2 billion lei. They recorded an increase of 188.4 million lei, or 4.8%.
A structural analysis shows that excise taxes on petroleum product imports, totaling 1.9 billion lei, exceeded last year’s figures by 10.4%. Next are excise taxes on tobacco. They amounted to 1.3 billion lei, an increase of 2.8%.
Excise taxes on beer and spirits increased
Excise taxes on imported cars decreased slightly (by 3.7%) and amounted to 752 million lei. The same applies to excise taxes on imported liquefied gas, which totaled 89.5 million lei—a 3.3% decrease.
Excise taxes on imported beer, on the other hand, rose slightly. They totaled 47.7 million lei. This is 1.9% more than during the same period in 2025.
Excise taxes on brandy, liqueurs, spirits, and other alcoholic beverages increased even more. At 69.31 million lei, they are 16.0% higher than the previous year.
Excise taxes on other goods also rose by 0.5% to 17.19 million lei. Excise taxes on imported wines totaled 1.2 million lei, a decrease of 13.6%.
Customs duties increased by 1.3% to 1.1 billion lei.
The largest percentage increase was recorded for customs fees, which totaled 25.32 million lei. Compared to the same period last year, they increased by 6.23 million lei, or 32.7%.
As a reminder, the customs fee was abolished after the Customs Code came into force. Currently, it is levied only on residents of free economic zones and the port of Giurgiulești.
