A lawmaker proposes changing the method for calculating property tax

Liliana Iaconi, Chair of the Parliamentary Committee on Public Administration and Regional Development, proposes abolishing the mandatory minimum property tax rate for individuals, so that local public authorities can adjust tax rates based on the economic realities of their communities.

According to the lawmaker, this initiative aims to protect citizens from an excessive increase in the tax burden caused by the recent nationwide cadastral revaluation, which in many cases has led to a significant rise in housing prices.

“For example, the cadastral value of a 70-square-meter city apartment rose from 410,000 lei to 1,200,000 lei, while in rural areas, the value of older homes increased from 30,000 to 150,000 lei. Currently, due to the minimum mandatory rates established by the Tax Code, local authorities cannot lower taxes below a certain threshold, which leads to a fivefold increase in annual tax payments. “Even when applying the current minimum rate of 0.05%, the tax burden on citizens will increase by nearly 50% on average,” the deputy explained.

The bill introduced by Liliana Iaconi aims to grant local authorities autonomy in setting taxes to avoid situations where citizens are forced to pay significantly higher amounts for their real estate.

The proposal is based on the need to comply with the budget calendar and budget process.

“The Ministry of Finance will soon begin drafting a budget circular for planning local budgets for 2027, and representatives of local public administration bodies must know the position of the central competent authority in advance,” the deputy stated.
