Customs officials from Romania and Moldova are exchanging experiences on the implementation of EU legislation

According to the National Program for the Republic of Moldova’s Accession to the European Union (PNA), the deadline for the full implementation and harmonization of national customs legislation with EU standards is set for the end of 2026.

In this regard, the Customs Service is drawing on the experience of the Romanian Customs Service to accelerate the harmonization of customs legislation with EU standards, according to a Customs Service press release.

From June 8 to 12, 2026, the Customs Service is hosting a mission of experts from the Romanian Customs Service specializing in legal assessments of the compliance of the Customs Code of the Republic of Moldova with the relevant EU regulatory framework. The mission is organized with the support of the European Commission’s Technical Assistance and Information Exchange Instrument (TAIEX).

During the event, the leadership of the Customs Service emphasized that the Romanian side’s experience is extremely valuable for the Republic of Moldova, given the experience gained during the process of accession to the European Union and in the implementation of the Union’s Customs Code.

Main Areas of Work

During the mission, experts from the Romanian Customs Service and specialists from the Moldovan Customs Service will conduct a detailed analysis of the provisions of the Customs Code of the Republic of Moldova, draft regulations for its implementation, and draft legislative amendments currently under development.

At the same time, legal and operational solutions applied at the European Union level will be reviewed, and the recommendations formulated by the experts will contribute to improving the national regulatory framework and ensuring the correct and complete transposition of European customs legislation.

In particular, best practices will be examined regarding the application of provisions on import and export duties, customs debts and guarantees, special customs procedures, the movement of goods within the customs territory of the Union, as well as electronic systems and simplifications for economic operators.
