Michel Iliev
A legislative initiative presented in Parliament by Michel Iliev, State Secretary of the Ministry of Economic Development and Digitalization, envisages the sharing of already existing infrastructure – poles, pipelines and cable ducts – to lay fiber-optic networks. This measure will avoid repeated excavation work, which will significantly reduce costs for operators and government agencies.
An important element of the reform is the creation of the Single Information Point, a digital platform that will centralize data on available infrastructure and planned works, facilitating project coordination.
In addition, as Logos Press previously wrote, new buildings will be mandatorily equipped with internal infrastructure ready for fiber optic connection, which will reduce future connection costs and speed up residents’ access to high-speed internet.
The authorities claim that the new mechanism will simplify permit procedures, introduce clear review periods of up to four months and the principle of “acquiescence” in case of lack of response. A mechanism will also be created to quickly resolve disputes in this area.
According to the authors, the implementation of the reform will lead to lower network construction costs, faster infrastructure expansion and better access to high-speed digital services for households and businesses.
The project is in line with Moldova’s digitalization commitments and is part of the 2025-2027 Growth Plan and the European integration process.
The draft law was adopted in the first reading.
