
The largest number of offenses was detected by the bodies of the Ministry of Internal Affairs (including administrative bodies subordinated to it) – 902.9 thousand or 95.3% of the total number of offenses.
In the majority of cases of offenses, decisions were taken to impose administrative penalties (in 917.6 thousand cases or 96.3%).
As a result of the consideration of offenses, the following administrative penalties were mainly applied during 2025: 862.4 thousand fines (5.2% more compared to 2024), 52 thousand warnings and 3.1 thousand sanctions in the form of unpaid community service.
Of the total number of decisions to impose administrative penalties, 94.8% were taken by the Ministry of Interior, 1% by the Ministry of Defence, 0.9% by district and municipal courts, 0.8% by administrative bodies subordinate to the Ministry of Finance, 0.7% each by the Environmental Inspectorate and the Customs Service, 0.5% by specialized bodies in the field of transport and 0.6% by other bodies.
By categories of offenses, 77.8% (1.9 p.p. more compared to 2024) of the total number of decisions on the application of administrative penalties relate to traffic violations.
Decisions to impose penalties for offenses infringing on public order and public safety amounted to 9.1% (the same share as in 2024), and decisions taken for offenses in the field of entrepreneurial, tax, customs and securities activities amounted to 3.1% (by 0.4 p.p. less compared to 2024).
In 2025, the total amount of fines imposed for detected offenses amounted to MDL 793.4 million (by 12% more as compared to 2024). Out of the total amount of fines imposed, only 314.6 million lei (39.7%) was recovered.
The highest recovery rate of the fines imposed was registered for offenses in the field of agriculture and veterinary sanitation – 49%, while the lowest recovery rate was registered for offenses infringing on property rights – 15.8%.
