The Ministry of Finance has prepared a simplified version of the state budget for 2026, which sets out the main parameters of the financial document in an accessible form, including on socially important issues of the direction of funds, reports Logos Press.

The Ministry of Finance regularly publishes such public education documents, presenting complex financial information in the language of sample data synthesized in interactive form, which the agency believes may be of interest to citizens. Emphasis is placed on “transparency of information” and its accessibility for understanding.

The main platform for access to this data is the official website of the Ministry of Finance (mf.gov.md) in a special section “Budget Transparency”. There is also a specialized portal buget.md, where revenues and expenditures of the country are visualized.

In addition to the “State Budget for Citizens”, since February, the municipal program “Civic Budget” (Chisinau) was re-launched, allowing residents of the capital to propose their projects for the development of the city at the expense of budgetary funds. Within the framework of citizen participation, dozens of projects have been submitted in recent cycles, voted for by thousands of residents. Similar digital initiatives in other regions reach about 6-10% of the active population.

The purpose of such information tools is rather popularization. Moldova is among the countries evaluated in the Open Budget Survey, and the authorities aim to increase the transparency index of such data.

According to the May 2024 report, the global level of transparency of its budgets has increased slightly, and Moldova is actively implementing participatory mechanisms to reach the target openness score above 61 out of 100.
