Moldova plans to introduce mandatory identification of citizens when buying prepaid SIM cards, Logos Press reports.

The Home Office has announced that it has started drafting a bill that will require buyers to show proof of identity and SIM cards to be registered in the name of the actual user.

The project envisages amendments to the national regulatory framework in the field of electronic communications.

According to the Ministry of Internal Affairs, the initiative is aimed at harmonizing the legislation with the objectives of ensuring the registration of prepaid SIM card users by operators of public electronic communications networks. This, in turn, should facilitate the activities of law enforcement agencies to prevent and investigate crimes, including in the digital environment.

The draft law is being developed as part of the MoI’s Activity Plan and refers to the operational objective “Effective and accessible tools and mechanisms for preventing and combating cybercrime”.

Public consultations on the draft will last until February 16, 2026.

Among the expected results of the initiative’s implementation, the Ministry of Internal Affairs also indicates an increase in institutional capacity: it is planned to increase the number of employees trained in the use of IT solutions in cybercrime investigations from 56 in 2024 to 76 by 2026.
