The draft contains a list of air carriers banned from operating or subject to operational restrictions in the country. In fact, the document extends the bans and restrictions introduced last year.

The list includes airlines certified by the aviation authorities of about 20 countries. Among them are companies from Russia, Armenia, Afghanistan, Angola, both Republics of Congo, Djibouti, Equatorial Guinea, Eritrea, Kyrgyzstan, Libya, Nepal, Sudan, Suriname, Tanzania, Iran and DPRK.

For these carriers there is a total ban on the operation of aircraft in the airspace, airports and on the territory of Moldova. An exception is possible only when using leased aircraft with crew from airlines not subject to restrictions, in strict compliance with all aviation safety requirements.

A group of airlines subject to partial fleet restrictions has been separately identified. It includes Iran Air (Iran), Air Koryo (DPRK) and Miracle Experience (Tanzania).

According to the authors, the project is aimed at improving the compatibility of national legislation with the European Union norms. At the EU level, such lists are reviewed and updated every six months.
