The National Bank publishes data on the excess of cash withdrawals over receipts at banks’ cash desks in 2025. The total volume of cash withdrawals amounted to 189,631.7 million lei, up by 9,978.1 million lei (+5.6%) year-on-year, indicating a growing demand.

Thus, cash turnover in Moldova remains significant in 2025, although tightly regulated by new rules aimed at moving towards a more digital and cashless economy. Existing limits on cash payments both for legal entities (for mutual settlements) and for individuals (when buying real estate or motor vehicles) encourage non-cash payments, but cannot yet reverse the trend of cash withdrawals by the population.

From 2026, the next phase of cash withdrawal restrictions will come into force in Moldova, aimed at further reducing the threshold for large purchases. For individuals, the limits on the purchase of real estate and transportation “on hand” will become even tighter: the thresholds are being lowered, which will require cashless payments.
