Victoria Belous, deputy chairman of the parliamentary commission on economy, budget and finance, explained that these payments are not taxed:
“These coupons are not subject to social contributions, medical payments and income tax, and companies’ expenses for their issuance are fully deductible from the taxable base,” the deputy specified.
The measure is aimed at developing domestic tourism, supporting the local economy and increasing employee motivation. Each employee can receive vouchers worth up to 50% of the average monthly salary in the country, i.e. up to 8,700 lei in 2026. The vouchers are valid exclusively for vacations in rural tourist sites in Moldova and cannot be exchanged for cash.
The employer can both issue the vouchers and reimburse vacation expenses directly, as well as combine them with sports passes – the main thing is that the total amount should not exceed the established limit.
The validity of each voucher is one year from the date of issue, and the conditions for using the balance of the amount are agreed between the employer and the operator.
