
This was reported by the Verkhovna Rada commissioner for human rights, Dmytro Lubinets. At the same time, the ombudsman noted that the official statistics may not correspond to the real situation, as some citizens do not become on the consular registration.
“Pay attention: 11 million citizens of Ukraine went abroad. I received today an official answer from the Foreign Ministry – there are 8.5 million citizens. But we understand that part does not become on the consular registration, so the Ukrainian authorities do not see them,” – said Lubinets.
Many analysts believe that the mass return of Ukrainians from abroad should not be expected until at least 2027. Most likely, this process will occur at a slow pace – about 100,000 people per year, according to the inflation report of the National Bank of Ukraine (NBU).
It is noted that this process will be strongly influenced by the security situation in Ukraine, the pace of economic recovery and the living conditions of Ukrainians in European countries. Even if the active phase of a full-scale war is over, high risks will remain a weighty factor that will deter the migration of refugees back to Ukraine.
Earlier, Verkhovna Rada MP Nina Yuzhanina said that the bulk of citizens who left Ukraine would not return, and only about 10 percent of those who left the country were planning to return.
