
It should be noted that the auction committee offered for sale a diversified portfolio, including building complexes, land plots for development and non-residential premises in different regions of Moldova. Although the initial list included 25 properties to be auctioned “up” and another 6 “down”, plans changed at the last minute.
Six lots were withdrawn from the auction at the request of the Ministry of Health on the day of the auction. “We apologize to the participants for the situation, but we are obliged to comply with the request of the institution,” announced Roman Cojuhari, chairman of the commission, before the auction began.
Thus, the main asset of the state, sold at auction, is a real estate complex located in Ungheni municipality, on Fedor Musatov Street. It includes the central building of the former veterinary clinic with an area of 133.5 square meters, an annex and an adjacent land plot of 0.054 hectares.
Although the initial price of the lot was set at 550 thousand lei, with an auction “step” of 10% (55 thousand lei), it increased almost four times during the auction. This demonstrates the capitalization potential of some state assets located in district centers. The technical condition of the building, although satisfactory, requires major repairs, the degree of wear and tear ranges from 67% to 82%.
Another interesting lot of the day was a non-residential premise of 721,5 square meters, located in Chisinau municipality, on Uzinelor street. The initial price of this object was 9.5 million lei, which implied quite high financial possibilities for the investor. But none of the participants decided to purchase it, given the rather strict bidding rules and the obligations of the buyer.
According to the Government Decision No. 136/2009 on auctions “with hammer” and “on reduction”, the winner must pay the cost of the acquired property within 20 days from the date of signing the protocol of the auction results. And within 7 days after the amount is paid into the state budget, a sale and purchase agreement must be concluded between the State Property Agency and the buyer.
Besides, the winner of the auction pays a private tax to the state budget in the amount of 1% of the real estate acquisition cost (total – 19 250 lei).
It should be noted that no bids for participation in the “downward” auction were registered for this auction.
