Moldova lost its status as a net exporter of flour

From January to November 2025, Moldova exported 24,000 tons of wheat flour, worth almost 128 million lei, while imported 21,600 tons, worth 148 million lei, Logos Press reported.

Moldova lost its status as a net exporter of flour

Last year, Moldovan producers sent flour to foreign markets in the volume of 31.8 thousand tons (worth 159 million lei), while imports amounted to 25.9 thousand tons (worth 154 million lei).

In other words, last year Moldova was a net exporter of flour, which is important from the point of view of both physical volumes and value indicators. This year, the country still retains the status of an exporter in physical terms of external supplies, but has become an importer in terms of monetary assessment of commodity flow.

In total, in 2024-25, flour turnover in RM reached 103.5 thousand tons, with a total value of goods of about 590 million lei. In physical terms, exports still exceed imports, while in value terms they are slightly inferior.

According to Iurie Rija, an expert in agro-marketing, the imbalance is explained by the fact that Moldova imports flour at relatively high prices and exports it at relatively low prices. Thus, the average price of imported flour from soft wheat in 2024 was 5.92 lei/kg, in 2025 – 6.821 lei/kg (15% growth). Whereas the average price of Moldovan flour exported last year was slightly less than 5 lei/kg, this year – 5.31 lei/kg (6.3% growth). This indicates that Moldova imports flour of higher quality, while it exports products of lower price segment.

Moldovan trade turnover is dominated (over 99%) by soft wheat flour. This indicates that the Moldovan flour milling industry is primarily oriented towards bakery and confectionery products, rather than the production of raw materials for pasta (or similar products that use hard wheat flour).
