Forced collection of farmers’ debts will be suspended

Moldova is developing a mechanism to suspend the forced collection of debts in agriculture and avoid bankruptcy of existing producers with viable restructuring plans.

This was stated by Minister of Agriculture and Food Industry Ludmila Katlabuga, noting that the Ministry of Agriculture and the Ministry of Justice are currently engaged in the development of this mechanism.

It is about protecting farmers, who are facing insolvency, but have viable restructuring plans and are able to continue their economic activities. The measures being developed by the authorities are aimed at preventing asset seizures, preventing chain bankruptcies and creating a period of legal protection for affected farmers.

Ludmila Katlabuga emphasized that this protection will not cancel debts, and farmers will still have to fulfill their obligations to creditors. According to her, in addition to ending the forced collection of debts, the Ministry of Agriculture is preparing a new package of laws aimed at improving access to finance in the agricultural sector. It is being developed jointly with the Ministry of Justice and the National Bank. “This process cannot be implemented very quickly, but we will intensify actions to exclude forced collection,” said the Minister of Agriculture and Food Industry.

Ludmila Katlabuga noted that it is about creating a functional mechanism, through which farmers, who have presented a realistic restructuring program, will be able to continue their economic activity, avoid loss of assets and restore their financial capacity. According to her, this structural reform is necessary in conditions of growing economic instability in agriculture and financial pressure on producers.
