Government to hold talks with IMF in December

The Moldovan government has reviewed the state budget for 2025 and confirmed that the IMF tranche was not transferred this year, but the country had sufficient sources of financing, Logos Press reported.

Finance Minister Adrian Havrilice said that preliminary talks with the IMF will be held in December.

“The corresponding tranche was not transferred, but at the same time we had sufficient sources of financing. If we pay attention to the budget adjustment, we actually have a $300 million reduction in debt servicing expenses. Therefore, this has not become a problem. At the same time, we are holding preliminary talks with the IMF, which should take place in December, in order to discuss plans and potential cooperation in the future,” Gavrilita said after the government meeting.

According to the minister, even without the IMF tranches, the country’s financing was carried out in acceptable conditions.

“During this period, on the one hand, we had funds that should have remained in the reserve. There is a loan from the French side, on which we increase the loan quota in not worse conditions. There are also sources of financing under the growth plan with the European Union. We have made sure that even without IMF tranches, the financing took place under not worse conditions,” the minister said.

Today, the Moldovan government revised the parameters of the state budget for 2025. According to the proposed amendments, the revised state budget scenario envisages a decrease in revenues by 135.7 million lei, an increase in expenses by 169 million lei and an increase in the budgetary balance (deficit) by 304.7 million lei.

“First of all, we are talking about ensuring the payment of salaries. Secondly, it is about the energy vulnerability fund. Here we envisage both cash payments to vulnerable categories of the population and compensations in energy bills, which we have today and plan to keep until the end of this year. And thirdly, we cover some of the differences in social obligations, so that there are no debts to the citizens who are entitled to these payments,” said the head of the Ministry of Finance.

He emphasized that this year, according to the budget adjustment, there is a reduction in debt service costs.

The International Monetary Fund has blocked a tranche for Moldova worth $170 million, almost 3 billion lei. As the finance minister specified, no evaluation missions were carried out during this year, while the program expired on 15 October.
