Opening the labor market to foreigners is not yet under consideration

Labor and Social Protection Minister Natalia Plugaru said at a press conference that the ministry is now taking active measures to employ, first of all, the country’s citizens.

“First of all, we want to make sure that unemployed citizens of RM, who are looking for a job, will be able to get that job,” the minister said.

She emphasized that the reforms carried out have brought progress in providing unemployed citizens with jobs. The goal is to employ 100 thousand people in the next four years.

“Thanks to the restructuring and reforms we have implemented both in the Employment Agency and the Labor Inspectorate, we already have results, when citizens who were not working and could not find a job, find a job. The goal of the government program is to employ 100 thousand people in the next four years. That is, the main concern is that Moldovan citizens work and get a decent salary. At the moment, this is our only concern,” Plugaru said.

We shall remind you that in July, the Parliament adopted the Law on free movement and residence on the territory of Moldova of citizens of the European Union and their family members. The purpose of the draft law is “to create a national legal framework that meets the requirements of the European Union, which will regulate and facilitate the exercise of the right of citizens of the European Union and their family members to free movement and residence on the territory of Moldova, including free access to the labor market”. The law introduces the concept of “European Union worker” – an EU citizen who is employed or engaged in self-employment on the territory of the Republic of Moldova in accordance with the relevant legislation.

The Law comes into force in March 2026, except for Article 5, paragraph (4), which comes into force on January 1, 2029. This part stipulates that the Ministry of Labor and Social Protection, through its subordinate institutions, ensures the registration of EU citizens and their family members employed in the labor sector.
