Refugee children will receive more support

This is stipulated by the amendments to the Regulation on the Procedure for Assignment and Payment of Allowances to Families with Children, approved by the Government. Thus, the right to benefits is granted to:

– foreign citizens, stateless persons, refugees, persons who have received temporary protection, humanitarian protection or political asylum, for children – holders of internal identity cards or identity document of the recipient of temporary protection, issued by the Ministry of Interior;

– asylum seekers and stateless applicants – holders of a temporary identity card issued by the Ministry of Interior.

Amendments were also made to the Regulation on the procedure of assignment and payment of allowances to families with children. Now the daily allowance for children placed in guardianship services will be assigned and paid through the MPay system by the territorial guardianship authority.

It should be recalled that refugee children from outside Moldova are also entitled to a lump sum of 1,000 lei for the beginning of the school year. According to the UN High Commissioner for Refugees, 3,500 refugee children are enrolled in Moldovan schools. According to the General Inspectorate for Migration, from March 1, 2023 to August 25, 2025, 18870 underage children received temporary protection in Moldova.

The government’s decision also changed the terms of accreditation of foreign adoption organizations. Earlier, the organizations had to submit an application for the extension of the activity together with an annual report until 31 January – this term has been extended until 15 February. The term for the consideration of applications has also been extended from February 15 to March 1.

In addition, the Advisory Council on Adoption will become more representative: it will include the People’s Advocate for Children’s Rights (without the right to vote), as well as two representatives of non-governmental organizations in the field of child rights protection.
