The funds were agreed to by Congress, the White House did not have the authority to cancel the aid, Logos Press reported with according to Reuters.
The U.S. Court of Appeals for the District of Columbia Circuit upheld the verdict that the lower court made in the case. The ruling said the White House had no right to block the funds, which were appropriated by the U.S. Congress.
The Trump administration, according to the ruling, must resume funding for projects for which Congress appropriated $11 billion. Also, the Trump administration must do so before the end of the agreed upon deadline for using the funds in September.
Recall that almost immediately after his inauguration for a second presidential term, January 20, 2025, Donald Trump suspended for 90 days the financing of all foreign aid. Further, its provision was canceled altogether. After that, in particular, the U.S. State Department canceled 139 international grants for Moldova totaling $214 million.
