“The management of Premier Energy PLC informs the market about some changes in its operations in the Republic of Moldova. The actual cost of electricity purchases in the first half of 2025 was lower than anticipated when the new supply tariffs were introduced at the beginning of January 2025. This led to the fact that the company’s operations in RM produced results significantly higher than the expected level of regulated profit (i.e. the profit generated from operations exceeded the level set by regulations, especially in the second quarter of 2025).

Due to the lower power purchase prices recorded since the beginning of the year, an average 13% reduction in supply tariffs was agreed with ANRE’s regulator. This measure applies from July 29, 2025 (from August 1). The average power purchase cost factored into the new tariffs is €125/MWh.

The company’s license for electricity distribution in Moldova was extended on July 22, 2025, for a period of 25 years, until July 21, 2050,” the document said.

At the same time, the rate of return applied to the value of the regulated asset base (RAB) related to the distribution activity was set by ANRE at a fixed level of 9.7% in US dollars for the next 5 years, starting from June 22, 2025.

Although the rate is lower than the 11.7% level in 2024 and the first half of 2025, it is approximately 30 basis points above the average for the 2020-2024 period. In addition, the rate increases by 2.0% for annual investments that exceed 140% of annual regulated depreciation.

Last but not least, a recent renewable energy tender organized by the Moldovan government awarded Premier Energy a 12.5 MW wind power capacity, which will allow the wind farms planned near the towns of Stefan Voda and Dubăsari to benefit from a fixed electricity tariff for 15 years, applied on a pay-as-you-grow basis to the electricity produced and received by the buyer.

“The company is currently developing designs and estimates, which will reach the ‘ready for construction’ stage in the coming months, after which it will start construction of wind power plants with a total capacity of 17MW at these two sites (of which 12.5MW will operate under the designated fixed green tariff scheme applied in a pay-as-you-produce mode),” the report also said.
