The miracle of tariff reduction

The National Energy Regulatory Agency (ANRE), during a public meeting on July 29, 2025, decided to reduce regulated prices for electricity supply. The effective date of the new tariffs for consumers has not been announced yet, it will happen after the official publication.

For Premier Energy, which supplies the center and south of the country, the new tariff for end-users will be 3.59 lei per kWh instead of the previous 4.1 lei (12.5% reduction). For FEE-Nord, serving consumers in the north of Moldova, the tariff will be 4 lei per kWh, down 0.68 lei (-14.6%).

Among the factors that influenced the price change, according to the agency: decrease in the average price of electricity purchases; adjustment of the costs of high-voltage electricity transmission by “Moldelectrica”, etc. The pre-election nature of the “miracle” of tariff reduction is not mentioned.

But just a couple of months ago, the situation looked exactly the opposite: most experts in Moldova and Romania warned of an imminent price increase. Their arguments are based on the fact that Romania has fully liberalized its electricity market since July 1, 2025. In practice, this means that the regulation of electricity price levels will be abolished and prices will be dictated by the market. Full liberalization is expected to result in higher tariffs for consumers in Moldova, since the share of imported Romanian electricity accounts for up to 70% of domestic consumption in Moldova.

At the same time, ANRE refers to the reduction of purchase prices. And this is indeed the case. In January 2025, the state-owned company Energocom purchased electricity from foreign and Moldovan sources at an average price of 129.7 euros per MWh. According to Energocom’s report for June 2025, the average price of purchased electricity amounted to 109.92 euros per MWh. But the prices started decreasing in winter, and at that time, many experts were puzzled when they said that ANRE had all the prerequisites to reduce tariffs for the population. The Agency claimed the opposite.

And now it is “overdue”. The information space is full of comments like “ANRE’s decision is conditioned by the parliamentary elections”. The regulator, of course, does not agree with this. And you can’t argue with it – the purchase prices have indeed decreased. Although much earlier than the Agency’s decision….

And how does the situation look like in our neighbors? For household consumers in Ukraine, a single tariff for the population of 4.32 hryvnias per kWh is still in effect. In recalculation it makes 1.76 lei. That is, people in Ukraine pay half as much for electricity as in Moldova, although there is a chronic shortage of capacity there.
