The relevant draft law was approved at a government meeting on Wednesday. The proposed amendments will make it possible to complete the process of delimitation of immovable assets related to the railway infrastructure, in the context of the reorganization of the state enterprise Calea Ferată din Moldova.

The document clearly delimits the immovable assets of the railway infrastructure, i.e. those buildings and premises that are strictly necessary for the operation of the railway network – for power supply, communication, signaling systems or traffic control. This will allow for more efficient management and reduce unnecessary costs.

At the same time, the future railroad infrastructure administrator will be exempt from paying rent or other taxes for the public property assets that will be under its management. Thus, the money saved can be invested in railroad repair, maintenance and modernization.

On the other hand, the government has approved two regulations that set clear rules for improving rail transportation safety. They will help better organize the activities of enterprises and improve the maintenance of infrastructure and rolling stock.

The first regulation obliges enterprises and railroad administrators to establish their own safety management systems, which must include clear procedures for staff training and planning of daily activities, as well as requirements for crisis and emergency management. Calea Ferată din Moldova already has such a system in place, but so far the lack of regulations has led to gaps in the uniform application of these rules.

The second regulation establishes the rules related to the operation and maintenance activities of the railway infrastructure, which should be applied after obtaining the safety certificate/permit.

Both regulations transpose European standards in this area into national legislation, which will ensure modernization and safety of railway transport, according to the authors of the draft adopted documents.
