Customs revenue declined

Budget revenues from the Customs Service in the first quarter of this year decreased in real terms due to a serious shortfall in excise duties, - reports Logos Press.

Customs revenue declined

In the period from January to March 2025, the customs authorities collected more than 9.1 billion lei to the state budget, which is 21.9% of the annual plan. In nominal terms, the transfers are 678.5 million lei more (+8.1%) than in the same period of 2024.

However, according to the National Bureau of Statistics, an annual increase of 8.6% in the consumer price index was registered in February 2025 (data for March are not yet available). Taking this into account, it can be considered that real revenues from customs activities have decreased.

The largest share in revenues is VAT on imports – about 68%, an increase of 9%. Excise duties – 24.8% (+2.5%) and customs duties – 6.9% (+20.7%) follow.

As we can see, the growth of excise duties amounted to only 2.5%. The main receipts of excise duties come from imports of petroleum products (41.1% of the total amount), tobacco products (33.4%) and vehicles (20.4%). But while the first two increased by 7.2% and 1.5%, respectively, the shortfall of excise duties on imports of vehicles amounted to 4.2%. There was a serious decline in excise revenues on imports of wine, brandy, liqueurs and other beverages, but their share in the total volume is insignificant.

The customs duty brought 11.17 million lei to the treasury, which is only 0.1% of the total amount of payments. But it should be said that after the new Customs Code came into force on January 1, 2024, the customs clearance fee has been abolished. This tax is only levied on residents of free economic zones and MSPD Giurgiulesti, who decided to continue carrying out their activities in accordance with the provisions in force as of December 31, 2023.
