Moldova to join EESSI system for faster social security data exchange

The exchange of social security data between Moldova and Europe will be simplified

Moldova will connect to the unified European Electronic Social Security Information System (EESSI). This will speed up the decision-making process regarding the granting of pensions and benefits to Moldovan citizens who have worked in these countries.

Currently, Moldova lacks a unified data-sharing mechanism; instead, data is exchanged on a piecemeal, bilateral basis. Once Moldova joins the EU, bilateral social security agreements will cease to be in effect, and coordination will be carried out in accordance with EU legislation.

Connection to the EESSI will be implemented via the MConnect platform. This is provided for in a draft government resolution, on which the Ministry of Labor and Social Protection is currently conducting consultations.

Specifically, the exchange will cover sickness, maternity, and paternity benefits, disability, old age, and survivor benefits; payments for workplace accidents and occupational diseases; funeral benefits; unemployment benefits; and family benefits.

This integration will reduce processing times for requests, lessen the administrative burden and the number of errors, lower the risk of data loss, and increase the transparency of procedures. It will also simplify the recognition of periods of social contribution payments in different countries, improve protection for migrant workers, and promote labor mobility.

To achieve these goals, it has been proposed to allocate more than 2.8 million lei from the state social insurance budget or from development partner resources. This amount covers only the costs of the National Social Insurance Committee (NSSC). The total cost of Moldova’s connection to the EESSI has not yet been determined.
