The budget for the state aid program in the regions will be doubled

The government has drafted amendments to the regional state aid program. Under these amendments, the amount of funding under the program will double.

The total budget for the state aid program in Moldova’s regions will be increased from 2.0 billion lei to 4.0 billion lei. Of this amount, 1.0 billion lei will be provided as non-repayable grants, and the remaining 3.0 billion lei will be used to cover the costs of a 50% income tax reduction.

As a reminder, this scheme was approved at the end of 2024 in accordance with Article 493 of the Tax Code. Under this provision, the corporate income tax for processing industry enterprises that are beneficiaries of the regional state aid scheme is levied at 50% of the established 12% rate.

As previously reported by Logos Press, state aid provided for each investment project consists of a grant (25%) and a partial income tax exemption (75%).

The maximum amount of support under the project must not exceed 20% of the program’s budget. The program will remain in effect until December 31, 2034, and payments will be made until December 31, 2036.

In addition to doubling the budget, the document provides for the exclusion from the scheme of companies that are part of the same group within a single investment project, as well as companies controlled by individuals subject to international restrictive measures, among other changes.
