
The draft stipulates that if universal service obligations constitute an “unfair burden” on the designated provider, 50% of the net cost will be compensated from providers’ contributions, and the other 50% from the state budget, through the state aid mechanism.
The universal postal service provider, Î.S. “Poșta Moldovei,” will, in turn, contribute from revenues generated by services outside the scope of the universal service.
According to the document, the number of unprofitable post offices rose to 610 in the first nine months of 2025. Their losses are currently covered through cross-subsidization, which, according to the authors, could lead to higher rates and a reduction in the number of post offices in rural areas.
The draft also sets out new rules for the parcel delivery market, including reporting obligations for providers, rate transparency, and consumer information. The definition of a postal parcel is to be amended, establishing a maximum weight of 31.5 kg.
The need for these changes is also justified by the decline in traditional mail traffic.
The draft aims to harmonize national legislation with European Union legislation.
