
These provisions will apply to the purchase of foreign financial instruments, the granting of loans and credits, the issuance of guarantees, and the opening of escrow deposits and accounts at non-resident banks intended for loans, credits, and guarantees received from non-residents.
The Ministry of Finance has published a revised draft of amendments to the Law on Foreign Exchange Regulation. The document was developed by the National Bank of Moldova (NBM) for the next phase of partial liberalization of capital account transactions, leading up to their full liberalization following Moldova’s accession to the EU.
Starting October 1, 2027, the requirement to notify the NBM of loans and credits received by residents from non-residents is scheduled to be abolished. Currently, such transactions must be reported if the amount of the loan or credit exceeds 10,000 euros.
According to the draft, residents—non-bank payment service providers—will be able to open accounts with non-resident banks without NBM authorization if such accounts are necessary for activities conducted under a license issued by the NBM.
Non-resident individuals will be permitted to pay for hotels in foreign currency. Currency exchange offices and hotels holding an NBM license for currency exchange will be able to provide payment services on behalf of and for the account of payment institutions or electronic money institutions.
