Over the past two decades, the 75% customs duty on sugar imports into Moldova has evolved from a measure of commercial protection for the domestic market into a mechanism that стимулиates managerial inefficiency in the sector. Inside this almost hermetically sealed “container,” hopes for developing the domestic beet-and-sugar complex have fermented into an expensive substrate for rising costs, losses, and a decline in competitiveness—both in the sugar industry and in other related branches of Moldova’s food industry.
