In the 12 months of 2025, the State Tax Service has additionally accumulated 1.6 billion lei in the state budget due to measures to combat undeclared labor and salaries in envelopes, payroll taxes (income tax, social security and health insurance contributions), Logos Press reported.

The tax burden on salaries has become too burdensome. Finance Minister Andrian Gavrilita recognized the problem. And, if “there were “opportunities and conditions”, he would set a goal to solve it within the next year or two. In his opinion, this would, on the one hand, help citizens earn more, and on the other hand, it would reduce the pressure on some expenses, while companies would be able to increase their profits. The state will earn on profits, not on expenses.

Last year, Ukrainian companies set an anti-record: 9,174 proceedings for wage debts against 488 companies. This is 30% more than in 2024 and the highest figure for the last 5 years.

The parliamentary initiative to introduce a salary ceiling for the heads of state regulatory bodies contradicts the international practice of independent regulators, according to the National Energy Regulatory Agency (ANRE), Logos Press reports.

Moldova’s minimum wage has reached 6,300 lei (about 320 euros) as of January 1, 2026. This is almost as much as in Belarus, higher than in Russia and Ukraine, but significantly lower than in the nearest euro zone countries,” Logos Press reported.

A teacher with this salary earns about 152 thousand lei per year, while the incomes of top officials and heads of state structures are measured in millions.

Annualized growth in average monthly wages in the third quarter of 2025 was about 10%, which translates to a 2% increase in real terms due to inflationary depreciation, Logos Press reported.

The Chisinau Municipal Council approved at its November 28 meeting the payment of funds for teachers’ salaries, Logos Press reported.

The ninth attempt to vote for the capital’s 2025 budget failed again. The draft adjustment of the provisional budget of Chisinau, proposed in connection with the latest changes in the state budget indicators, did not get the necessary number of votes and was rejected on November 25. Despite the fact that it is the end of the year, the document has not yet been approved, and tensions between factions in the municipal council continue to hinder the finalization of the process.

The new government’s program sets an ambitious goal of supporting the employment of at least 100,000 people over the next four years.
