15 years ago, when deinstitutionalization reforms started in Moldova, there were about 17,000 children in residential care; today there are just over 400. These are mostly children with special needs, siblings – sometimes 3-4 siblings each – and relatively mature children (16-17 years old). It is much more difficult to find foster parents for these children, Logos Press reports.
