The rights of “workers with family responsibilities” are protected by law

Moldova has ratified the International Labor Organization Convention on Equal Opportunities for Male and Female Workers and Workers with Family Responsibilities.

The Convention was approved by the Parliament of the Republic of Moldova on June 26, 2026. The decision was published along with a decree adopting the corresponding law. The Labor Code now includes the concept of “workers with family responsibilities” and provisions defining their rights.

The Convention defines “workers with family responsibilities” as persons responsible for children or other family members in need of care or support, if these responsibilities limit their ability to participate in economic activity.

It is important to note that the provisions of the ILO Convention apply to all sectors of economic activity and to all categories of workers, underscoring the universal nature of the protection provided by this international instrument.

A separate article stipulates that, depending on a country’s circumstances and capabilities, all necessary measures must be taken to enable such workers to remain active in the labor market or return to it following a justified absence.

These measures include vocational guidance and training for workers, which facilitates their access to equal employment opportunities and job security.

Previously, the National Confederation of Trade Unions of Moldova had insisted on the ratification of the ILO Convention on Decent Work for Domestic Workers, as well as on accelerating the implementation of mechanisms to protect them.
