
The issue was discussed at a meeting of economic working groups, which took place on May 5 in Chisinau with the participation of experts from both banks of the Dniester.
According to the Chisinau authorities, the mechanism provides for the participation of entities in financing energy efficiency measures. The collected contributions will be allocated to specific projects implemented on the basis of a methodology developed by the National Center for Sustainable Energy (CNED).
According to Law No. 111/2025, the contribution is a mandatory payment made by energy sector operators and importers of petroleum products. Its amount is calculated based on the amount of energy distributed or imported (per unit of energy or volume). The law does not fix a specific amount – it is determined through approved mechanisms. The collected funds are channeled to the Energy Efficiency Fund administered by CNED and used to finance energy efficiency and renewable energy projects.
The initiative is aimed at modernizing energy infrastructure, reducing losses and improving consumption efficiency for both households and businesses. At the same time, the authorities emphasize that access to these programs for the Transnistrian region will be possible subject to compliance with national legislation.
Also during the meeting, Chisinau representatives presented the amendments made by the parliament to the normative framework on VAT and excise duties for economic agents from the left bank. The introduction of VAT and excises, as well as the gradual abolition of tax exemptions will be carried out step by step. The current privileges are temporary and will cease to be fully effective from January 1, 2030, after which the tax regime will be unified throughout the country.
As for the import of plant protection means and veterinary preparations, the Chisinau experts stressed the need for a uniform application of the rules. Within the framework of harmonization of legislation with European standards, only those products that are included in the State Register of phytosanitary products and fertilizers are allowed.
The need for uniform approaches to the collection of environmental payments from industrial enterprises in the region, in accordance with European norms in the field of air, water and forest protection, waste management and emission control was also emphasized.
The participants in the meeting agreed to continue the dialog on the existing working platforms within the Transnistrian issue settlement process, maintaining the interaction between the inhabitants and economic agents from the region and the Moldovan competent authorities.
