
This was announced during a meeting of the Negotiations and Collective Consultation Commission between the Ministry of Education and Research and the Trade Union Federation of Education and Science.
Minister of Education and Research Dan Perchun presented the ministry’s vision of the reform, noting that the final version of the draft will be developed by the Ministry of Finance and then submitted for public consultation.
The union side confirmed that there is a dialog with both ministries and said it will participate in the concept presentation event scheduled for May 14, according to the Trade Union Federation of Education and Science.
Also during the meeting, a draft concept for the creation of Territorial Education Agencies was presented.
These structures will be subordinate to the Ministry and will be responsible for the implementation of educational policy at the local level. The concept will be submitted for public discussion after May 20 with the participation of social partners and the educational community.
Discussions also touched upon the issues of evaluation of the educational process, adaptation of the school network to demographic and economic changes, and protection of the rights of teachers and students affected by recent optimizations.
Earlier, the Ministry of Finance announced that the adoption of the law providing for changes in the wage system in the public sector is scheduled for September 1, 2026. The reform is part of a broader transformation of public administration. In particular, the Public Administration Reform Roadmap 2025-2027, developed in the context of European integration, envisages the introduction of the principle of “adequate remuneration” based on fairness and performance incentives.
Among the key measures are the development and implementation of a pay reform plan for 2026-2032, revision and redistribution of positions in the unified wage scale, and reassessment of functions in the public sector.
