The regulation sets forth the rules for providing passenger transportation services on routes up to 250 km in length within Moldova, as well as on routes exceeding that distance, including those in countries outside Moldova.

The document establishes compensation amounts in the event of a flight cancellation or delay, as well as provisions for ensuring access to services for people with disabilities, including the provision of necessary assistance.

Meals, Beverages, and Accommodations

The regulation also establishes the carrier’s obligation to provide passengers with meals and beverages in the event of a flight cancellation or a delay of more than 90 minutes (for flights lasting more than three hours). If necessary, carriers will be required to provide them with accommodations.

The regulation grants passengers the right to choose between a refund of the ticket price or compensation equal to 50% of the ticket price in the event of a flight cancellation, a delay of more than 120 minutes, or other similar circumstances.

In addition, the regulation allows carriers to offer passengers terms more favorable than those specified in the regulation, in accordance with the contract or the operator’s own rules.

The regulation sets forth the procedure for providing information during the trip, as well as the procedure for filing and reviewing complaints.

The National Road Transport Agency has been designated as the authority responsible for enforcing the new regulations.

The regulation will take effect one year after its publication.
