
The proposal comes from the American Chamber of Commerce in Moldova (AmCham Moldova), which has drafted amendments to the bill on the development of the digital economy and e-commerce.
The authors of the amendments note that the bill should ensure a full transition of businesses to electronic document management. In this sense, the proposed legalization of electronic archives is an important step in that direction. It will eliminate the need for parallel storage of paper and electronic archives. This will help reduce business costs and create a market for digital archiving services alongside the government’s e-Arhiva system.
To fully implement this idea, it will be necessary to develop an appropriate regulatory framework. In particular, AmCham proposes updating document retention rules by establishing uniform technical requirements for long-term storage, data backup, and recovery, as well as defining procedures for their use during tax and customs inspections, audits, and other administrative procedures.
It will also be necessary to ensure the compatibility of private archives with the e-Arhiva system and to establish a transparent mechanism for accrediting electronic archiving service providers.
