Baku is introducing a “flexible morning” to ease traffic congestion

Baku plans to tackle traffic congestion with a flexible work schedule. Employees of government agencies and companies will begin shifting to different start times for their workday in order to ease traffic during rush hour.

The initiative is being implemented as part of a large-scale state program to improve the transportation infrastructure of Baku and its surrounding areas for 2025–2030. Vugar Bayramov, a member of the Milli Majlis and an economist, discussed the details of the project, as quoted by Caliber.az. According to him, this model has already proven successful in many developed European countries.

The essence of the project lies in scheduling employees of government agencies, educational and medical institutions, as well as private companies, to start and end their workdays at different times. For example, some employees would start work at 8:30 a.m. and finish at 5:30 p.m., others from 9:00 a.m. to 6:00 p.m., and still others from 9:30 a.m. to 6:30 p.m. Other options are also being considered, such as schedules from 8:00 a.m. to 5:00 p.m., from 9:00 a.m. to 6:00 p.m., or from 10:00 a.m. to 7:00 p.m.

Implementation of the initiative will begin with a thorough analysis of the situation, to be conducted by the relevant ministries. Based on the collected data, the Cabinet of Ministers will approve a specific list of organizations transitioning to the new work schedule.

Vugar Bayramov noted that this approach will not only help distribute traffic flows and reduce congestion during rush hour but also increase overall employee productivity and alleviate excessive strain on the city’s infrastructure.
