The Ministry of Finance has approved a new design for excise stamps

Effective January 1, 2027, the design of the “Excise Stamp/Consumer Stamp” for alcoholic beverages, tobacco products, and related goods will change. The amendments have been published and have taken effect.

The Ministry of Finance has made changes to the 2019 order, which remains in effect. This document approved the current design of the excise stamp for alcoholic beverages and declares the relevant Appendix No. 1—which included an image of this stamp—to be no longer in effect. It is replaced by Appendix No. 7 to the Ministry of Finance’s 2026 order.

In addition, along with the new excise stamp design, the address for product identification will also change. Instead of the website www.vinmoldova.org, the portal https://timbre.ctif.md will be used;

Similarly, the design of the “Excise Stamp/Consumption Stamp” for tobacco products and related goods will also change. It will correspond to the image included in Appendix No. 6 to the Ministry of Finance’s order of 2026. Accordingly, Appendix No. 5 to the 2019 order will be repealed.

The 2027 Tax Policy Draft also provides for the introduction of excise taxes on non-alcoholic carbonated beverages containing added sugar or sweeteners and on energy drinks. It is expected that excise taxes will be calculated as of the date of sale of such beverages.
