
During periods when the so-called color codes are in effect, the National Highway Administration will impose tonnage restrictions on vehicles, specifying the list of affected roads, regions, types of vehicles, and time periods. These decisions will be published on the agency’s official website and communicated to the public through the media. The National Road Administration will also be required to promptly notify the General Inspectorate of Police and the Customs Service.
The bill introducing these changes was approved by lawmakers in the first reading. Mykola Myndra, State Secretary of the Ministry of Infrastructure and Regional Development, noted that the authors drew inspiration from Romania’s experience.
“Our transportation system depends on that of our neighbors. We are a small country, and our carriers mainly operate on international routes. As for managing the risks of natural disasters on the roads, in Ukraine during the summer, if the temperature reaches 28°C or higher, freight transport weighing 24 metric tons or more is suspended from 10 a.m. to 8 p.m. without exception. Romania has a different approach — one that is much more flexible and well-thought-out — and that is exactly what we are proposing,” Myndra stated during a plenary session of parliament.
Thus, when the Hydrometeorological Service issues a color-coded warning — whether for heat, fog, flooding, or heavy snowfall — the road administration, in cooperation with local public authorities, will impose temporary restrictions on the roads under their jurisdiction.
