The number of bankruptcies is rising

The number of businesses in a state of insolvency continues to rise. This has a negative impact on workers’ social rights and the sustainability of the state social insurance budget.

According to the Court of Auditors’ report on the execution of the 2025 budget, submitted to the Public Finance Oversight Commission, 1,631 business entities were in the process of insolvency as of the end of the reporting period. This number increased by 89 compared to the previous year. This situation led to a 15.6 million lei increase in arrears owed to the social insurance budget. As a result, the total amount of debt reached 499.5 million lei by the end of the year.

At the same time, claims totaling 25.3 million lei were written off. This means that workers have completely lost their right to receive social benefits from these funds.

An assessment showed that the non-payment of contributions also affects other fundamental social rights, such as the right to an old-age pension, a survivor’s pension (for long-term service), and a disability pension.

During parliamentary hearings, committee chair Adrian Lebedinsky described the situation as a major problem requiring urgent intervention.

In this context, MP Marina Morozova announced the drafting of a bill aimed at improving insolvency mechanisms.

In turn, Nina Onofrey, a member of the Accounting Chamber, emphasized that the main goal is not only to replenish the budget but also to ensure citizens’ rights to receive the social benefits they have earned.

“People’s rights are being violated here, and it is very important to find a solution,” Nina Onofrey stated.
