Uzbekistan learns from Moldova’s experience in health insurance management

The Moldovan experience in managing the compulsory health insurance system is becoming a reference model for Uzbekistan. Twenty-five years after the system was established, the National Health Insurance Company (NHIC) has become a reference point for the Uzbek authorities, who are seeking to adopt Moldovan expertise to modernize their own health care system.

The cooperation is aimed at transferring Moldovan know-how in efficient fund management, negotiating drug prices and digitalization of services – elements that have made the national insurance system a guarantor of stability for patients.

During the study visit, taking place from June 8 to 12, 2026, Zohid Ermatov, Executive Director of the State Health Insurance Fund of Uzbekistan, emphasized that the Moldovan model is a valuable source of inspiration in the region.

“Moldova’s experience in the field of compulsory health insurance can serve as a source of inspiration for the development of our system,” Ermatov emphasized.

NCMS Director General Ion Dodon reiterated the agency’s readiness to share the accumulated knowledge, signing a memorandum of cooperation that will facilitate the implementation of the best Moldovan practices in Uzbekistan.

“We appreciate the interest shown by our colleagues from Uzbekistan and we are ready to develop our cooperation further,” Dodon said.

The process of transferring expertise covers complex mechanisms such as medium-term budget planning, contracting of service providers and implementation of DRG (Diagnostically Related Groups) system for cost optimization.

In addition, the delegation is learning digitalization processes, including the eRețeta system, procedures for negotiating prices for reimbursed medicines and medical devices, as well as methods for quality control of services through the Info-CNAM call center and auditing the coding of medical services.
