The legislative initiative belongs to deputies Marina Morozova and Vladimir Odnostalko. The project is aimed at ensuring a decent standard of living for people over 95 and bringing the amount of state support in line with the real costs of care and medicines.

At present, the legislation provides for an annual support of 10,000 lei for World War II veterans. In 2025, the state allocated an additional MDL 20,000 each to veterans. The draft law proposes to fix a permanent increase of this payment up to 30,000 lei.

According to the National Social Insurance Fund, as of March 1, 2026, there are 14 participants of the Second World War in Moldova, all of them over 95 years old. This measure will require 420,000 lei.
