On the territory of these zones 240 residents operate, providing jobs for about 12,800 people. The total amount of taxes and mandatory payments to the budget amounted to 959.1 million lei.
Soon, the rules of the game will change for free economic zones. The Ministry of Economic Development and Digitalization has prepared a draft government decision on the approval of new regulations of their activity. The need for changes is caused by the process of harmonization of the national legislation to the EU norms.
In particular, a new regulation on the selection of residents is proposed – it establishes the functions and composition of competitive commissions, which will necessarily include representatives of the relevant ministry and the Customs Service.
The document defines the rights and obligations of participants, the conditions for canceling the results of the tender and the terms of contracts with the zone administration.
An important aspect will be the differentiation of rules for “old” and “new” residents. Companies registered before December 31, 2023 will be able to take advantage of the transition period until 2034. At the same time, new residents who came to the FEZ after January 1, 2024 will operate in the regime of special warehouses, using the zone territories as logistics hubs, and for industrial processing they will need to request separate permits for customs procedures for active processing.
The draft should be adopted by the Cabinet of Ministers.
