Government to check sugar and cement imports for dumping

The Government establishes the Authority for Investigation of Antidumping, Countervailing and Safeguard Measures. The new structure is designed to promptly respond to threats to national producers and ensure fair competition.

The relevant draft has been developed by the Ministry of Economic Development and Digitalization. The body will also include representatives of the Ministry of Finance, the Ministry of Agriculture and Food Industry, the Ministry of Justice, the Customs Service and the Competition Council.

As noted in the explanatory note to the draft decree, its approval is due to the need to initiate investigations into the application of temporary protective measures for the domestic market. In particular, it refers to the import of sugar from Serbia (following requests from the Union of Moldovan Sugar Producers), the import of cement (following requests from the Lafarge Ciment JSC and the Ribnita Cement Plant), as well as other requests from the national production sectors.

Clear deadlines are set – the decision to initiate an investigation should be made within a maximum of 45 days. Reports (non-confidential versions) will be published in the public domain. In order to file a complaint, a group of producers must represent at least 25% of the production volume of the relevant product in the country, which is in line with the practice of the European Union and the World Trade Organization (WTO).

The document was considered at a meeting of government secretaries of state on Tuesday, April 21. It is to be adopted by the government.
