Each of the council’s factions has its own interests, and they do not overlap in any way. Not only among themselves, but often also with the interests of the capital’s residents.
The head of the PSRM faction in the Chisinau Municipal Council, Alexandru Odintsov, accused the MAN party councilors of refusing to dialog and subordinating the activity of the municipality to the goals of the electoral campaign. “Although we agreed in 2019 not to engage in politics in the Municipal Council, today we see that the MAN party has already started preparing for local and presidential elections,” he said during a press conference before the beginning of the Municipal Council meeting on January 30. – They need the municipal budget for these purposes. We have repeatedly stated our readiness to vote in favor of the 2026 budget if several of our conditions are met. And one of the most important is to provide heating compensation for the most needy residents of the municipality”.
Alexander Odintsov recalled that in 2019, councilors agreed to pay 60% of heating bills for this category of citizens. “You removed the existing compensation mechanism for those who are unable to pay high energy bills, and in 2025, 5 thousand insolvent citizens received claims from Termoelectrica,” he said. – And there will be even more this year. I propose to start discussions. MAN does not have an absolute majority, so a dialog is needed to find a compromise. We need to discuss further cooperation in the municipality council.”
He emphasized that the public consultations that were held on the budget were formal, and not a single proposal of the Socialist faction was taken into account in the development of the budget.
For the time being, Chisinau is living with the 2024 budget, as last year the capital’s budget was not approved due to disagreements between the factions.
So far, the councilors have only managed to agree on the approval of a large energy efficiency project worth 600 million lei, which will be implemented in 52 kindergartens in Chisinau this year.
Despite the fact that this project is included in the municipality’s budget for 2026, it could not be approved because no funds from the state budget are available for its implementation.
