Consular services will be digitized

A related project suggests that the new system will be integrated with the government’s current digital infrastructure and will replace the Consul platform, which technically limits online interaction with citizens.

As noted in the document, e-Consulat will allow citizens to receive consular services electronically either with the help of a consular officer or on their own using an electronic identity or signature.

At the same time, one of the modules of the e-Consulat system will serve as an office for handling diaspora appeals. It will provide online enrollment for consular services, real-time submission and tracking of applications, digital results, and access to up-to-date information on consular services, fees, procedures, and required documents.

The e-Consulat will be owned by the government, owned and held by the Ministry of Foreign Affairs, and technically administered by the Information Technology and Cybersecurity Service (STISC). The system will be hosted on the government’s MCloud platform.

The development of e-Consulat is financed within the framework of the project “Modernization of Public Services”, implemented by the e-Government Agency with the support of the International Development Association and the International Bank for Reconstruction and Development. The investment amount will be $362.5 thousand.

The state budget for 2026 envisages 800 thousand lei for the administration and technical support of e-Consulat. The expenses for further development of the system are estimated at 4 million lei. This amount is planned to be included in the 2027 budget.
